THIS MATTER is before the Court on Defendants Mayor and City Council of Baltimore (“City”) and individually named City Employees’ (“City Employees”) (collectively the “Defendants”) Motion to Vacate Grant of Extension of Time to Effect Service of Process and to Dismiss the Complaint or, in the Alternative, to Dismiss the Complaint for Insufficient Service of Process.
