The complaint alleges and the facts are so found on the trial in the court below, that a bill relating to public schools and designated as “House Bill No: — ” was introduced into the house of representatives at the late session of the general assembly, -with amendments, was read three times in that body and in the senate, and was passed and declared ratified in each house as directed by the constitution.
