This is an appeal from an order striking and dismissing Counts II and III of plaintiffs’ complaint. Those counts sought a writ of mandamus and declaratory relief requiring defendants to abandon their practice of issuing public assistance payments as of the date of the approval of an application for assistance and to commence issuance of the payments retroactive to the date of application.
