SOFAER, District Judge:

These consolidated eases arise out of a complex array of statutes and regulations that regulate the level at which students on welfare, or from families on welfare, are to be supported by public funds. The New York State Department of Social Services (“DSS”) contends that some welfare students and their families receive more than they need under relevant welfare standards.
