MEMORANDUM OPINION

TJOFLAT, Circuit Judge.

These two companion suits were brought pursuant to the Federal Tort Claims Act 1 by the widow of Jimmy Ray Johnson, a United States Army sergeant who at the time of his death in 1971 was stationed at Fort Stewart, Georgia. In both cases, plaintiff alleges that Fort Stewart’s hospital staff negligently failed to provide adequate medical care to her mentally ill husband; furthermore, it is alleged that the Government was negligent in permitting Sergeant Johnson to leave the hospital and the post after a ten-day hospitalization in January 1971.
