SCHEINDLIN, District Judge.

I. INTRODUCTION

In this civil rights action, the named plaintiffs, on behalf of themselves and a class of similarly situated individuals, seek relief for alleged constitutional violations by a unit of the New York City Police Department known as the Street Crime Unit (the “SCU”).1 It is alleged that in high crime areas, SCU officers have been repeatedly conducting stops and frisks of individuals without the reasonable articulable suspicion required by the Fourth Amendment.
