This appeal presents a single question of law: whether the Board of Governors of the United States Federal Reserve System (the “Board”) can be sued in contract in federal court. The district court found that the doctrine of sovereign immunity shielded the Board from contract suits in federal court and dismissed this case for lack of subject matter jurisdiction.
