I agree with that part of the court’s opinion finding that the Union breached its duty to fairly represent the interests of Mr. Belanger, but for the reasons that follow I respectfully dissent from the remainder of the court’s opinion.

*357The majority rejects the argument that G. L. 1956 (1969 Reenactment) § 16-2-181 irrevocably commits to the school committees of the several towns the power to assume the “entire care, control, and management of all the public school interests” including the selection of school teachers.
