Plaintiffs are merchants and store owners in the area which borders Independence Hall, Independence Mall and Independence National Historical Park (the Independence Mall *273Area). They brought this equity suit against the Mayor of Philadelphia, the commissioner of licenses and inspections and the members of the Art Commission of Philadelphia.
