Defendants seek review of a decision of Judicial Hearing Officer (JHO) Albert Blinder dated December 28, 1998, in which he found that plaintiffs could ask certain questions of nonparty deponent Ruth Henahan (Henahan) concerning her contacts with State legislators and officials of the executive branch regarding computer models for State funding of public schools.
