By chapter 262 of the laws of 1890, as amended by the act chapter 296 of the Laws of 1891, a new system for the conduct of elections was introduced into this state. The main purpose of the system was to enable the voter so to east his ballot that no person would know for what candidates he voted, and thus that he would be protected against intimidation and other improper influences. For the first time in this state it was made illegal for a voter to cast a ballot which had in any way been marked for identification, and such ballots were rendered void and of no effect.. It is…
