MILLER, Justice:
A number of taxi companies appeal a ruling of the Public Service Commission (PSC) which awarded Brown’s Limousine Crew Car, Inc. (Brown’s Limousine) a permit to transport railroad personnel in fif*718teen counties.1 The taxi companies argue that the PSC erred in its decision because the decision was contrary to the law and the evidence. A second error is that the PSC failed to make sufficient findings of fact. After a careful examination of the evidence presented below, we agree, and therefore reverse the decision of the PSC.
