The plaintiffs, who .are lessees (the “Lessees”) under offshore federal lease OCS-G 18192, assert that the United States Department of the Interior (“Interior”), Minerals Management Service (“MMS”), regulations implementing the Deep Water Royalty Relief Act of 1995 (“RRA”) conflict with the act itself and are unlawful. The Lessees also challenge the Interior’s final agency decision denying the Lessees royalty relief under the RRA for their lease OCS-G 18192.
