The question before the Court is whether the State Tenure Commission has the authority to reduce or otherwise modify the penalty of discharge or other discipline imposed upon a teacher by a local school board. I would conclude that the function of the commission in reviewing the discharge or discipline of a teacher is limited to determining whether the local board’s action was for "reasonable and just cause” as required by the teacher tenure act, MCL 38.101; MSA 15.2001, and that the commission lacks the statutory authority to fashion its own sanctions for a teacher’s misconduct.
