Sacramento Municipal Utility District filed in this court a petition for review of an order of the FERC. The Commission then filed what it captioned an “Unopposed Motion to Transfer” the proceeding to the District of Columbia Circuit.

The motion conspicuously did not cite any statute, rule, or decision authorizing a transfer. It did cite Fed. R.App. P. 27, but that rule deals only with the procedure for making motions; it does not authorize the court to grant any particular request.
