Okey J. Brown was discharged from the military service of the United States on August 17, 1918, by reason of physical disability, and died on April 13,1927. Subsequent to the latter date his mother, Lucy Brown Saunders, as administratrix of his estate and as the designated beneficiary of his war risk term insurance, instituted a suit in the district court of the United States for the southern district of West Virginia, in which suit it was established, among other things, that Brown was permanently and totally disabled as of the time of his discharge.
