Petitioner Jabbar Priest Bulls, a state prisoner-confined at the Carson City Correctional Facility in Carson City, Michigan and represented by the State Appellate Defender Office (“SADO”), has filed a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254.
