John Leon Gregg, Petitioner, was charged in the District Court of Maryland, sitting in Anne Arundel County, with second degree assault as the result of his swinging a bag at a ten year old girl and causing her to fall off of her bicycle as she rode past him on the sidewalk in their neighborhood. The District Court ordered a competency evaluation of Petitioner, which evaluation was conducted at Crownsville Hospital Center from 14 September 2001 until 19 November 2001.
