On expedited judicial review under section 10 — 10.1 of the Election Code (10 ILCS 5/10 — 10.1 (West 1998)), the circuit court of Sangamon County reversed a decision of the Illinois State Board of Elections (Election Board) sitting as the State Officers Electoral Board. Plaintiff, Thomas R. Schober (Schober), initiated the proceeding before the Election Board by objecting to the nominating petitions of defendant James S. Young (Young).
