BARTLEY, Judge:
Tony W. Robertson appeals through counsel an August 1, 2011, Board of Veterans’ Appeals (Board) decision denying (1) a motion for revision of a March 1977 VA regional office (RO) decision based on clear and unmistakable error (CUE); and (2) a request to reopen a September 2004 RO decision that denied entitlement to service connection for hearing loss based on the character of Mr. Robertson’s discharge.
