OPINION
WILL, District Judge.
This is an allegedly class action, brought by the plaintiffs pursuant to Rule 23(a) (1) (3) of the Federal Rules of Civil Procedure, seeking declaratory and injunctive relief against certain officers of the City of Chicago and Cook County, Illinois. Some of the individual plaintiffs are negro citizens who currently face criminal prosecutions before the Circuit Court of Cook County, Illinois. These prosecutions arose out of a series of demonstrations taking place in Chicago, Illinois in 1967. One prosecution, however, dates back to an arrest in 1966. The other…
