These actions have been removed pursuant to 28 U.S.C. § 1442(a)(1) from the District Court in and for the City and County of Denver, Civil Actions No. 79-CV — 8173 (here No. 79-K-1767) and 79-CV-8304 (here No. 79-K-1768). The petitioners for removal are the Board of County Commissioners of the County of Grand (“Grand County”), and the Northwest Colorado Council of Governments (“Northwest COG”).
