The Department of Transportation, Bureau of Driver Licensing (Department) challenges the order of the Court of Common Pleas of Blair County (trial court) sustaining the appeal of Douglas K. Martz (Licensee) from the Department’s Official Notice of Suspension requiring Licensee, among other things, to install an Ignition Interlock System (System) prior to the restoration of his license.
