Lasker, Judge, granting the federal, city, and private defendants’ motions for summary judgment dismissing the complaint. Familiarity with Judge Lasker’s comprehensive opinion, Reiner v. West Village Associates, 600 F.Supp. 233 (S.D.N.Y.1985), is assumed.
