This matter is before the Court on Plaintiff Curtis Pronk’s Motion to Amend the Complaint, (Doc. 17), which Defendant City of Rochester opposes, (Doc. 24). The Court held a motion hearing on June 20, 2023, and ordered supplemental briefing, (Doc. 25), which the parties have now filed (Docs. 26, 28).
