Plaintiff Cornucopia Institute ("Cornucopia") has filed a motion for an award of attorneys' fees and costs pursuant to Federal Rule of Civil Procedure 54(d) and the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552(a)(4)(E)(i).
