Appellee, Mary Gilford, fell down a flight of stairs at Texas Southern University (“TSU”). Gilford brought suit against TSU for damages, alleging a premises de-feet due to a loose handrail. TSU filed a combined plea to the jurisdiction, motion to dismiss, and motion for summary judgment, all of which the trial court denied.
