The Wisconsin Constitution provides that "[ejxcept as otherwise provided hy law, the circuit court shall have original jurisdiction in all matters civil and criminal within this state and such appellate jurisdiction in the circuit as the legislature may prescribe by law." Wis. Const, art. VII, § 8 (emphasis added).
¶ 28. The instant case is an example of the interplay between two confusing doctrines this court has *616developed in interpreting this constitutional provision: a circuit court's subject matter jurisdiction and a circuit court's competency.1
