ERROR TO THE SUPREME COURT OF THE STATE OF INDIANA. The facts, which involve thp effect of the Federal Safety Appliance Act on state statutes relating to safety appliances on railroad cars used in interstate commerce, are stated in the opinion. Congress has such power as has been delegated to it by the States and all power not granted by the States is reserved to the States. The Indiana statute requires _ railway companies to place secure grab-irons and hand-holds on the sides or ends of every railroad car, under a penalty of $100 fine to be recovered in a civil action.
