In this consolidated action, the U.S. Department of Commerce (“Commerce”) is taking flak from both sides. Both the domestic parties (hereinafter collectively “AL Tech”) 1 and two Italian producers and exporters of stainless steel wire rod are contesting various aspects of the agency’s Final Determination which found that the Government of Italy, the Province of Bolzano, and the European Union (“EU”) provided countervailable subsidies to the two Italian producers — Acciaierie Valbruna S.r.l.
