RICHARD A. LAZZARA, Circuit Judge.

The Appellant stands convicted of violating the adult use provisions of Hillsborough County Ordinance 88-10. (App 22-28)1 He challenges *77the validity of this ordinance alleging that it was invalidly enacted and is constitutionally infirm. This Court agrees that the ordinance was invalidly enacted and reverses the Appellant’s conviction. Since the Court decides this case on a procedural ground, no opinion is expressed as to the constitutional issues presented for review.
