On January 13, 1914, the commissioners’ court of Galveston county adopted this resolution:

“Resolved: By the commissioners’ court of said county, Galveston county, that the county judge and the chairman of the finance committee of this court are hereby appointed a committee with authority to employ counsel to represent Galveston county in all legal and legislative matters pertaining to the construction of a sea wall and boulevard from near Sixth street and Broadway to Et. San Jacinto in accordance with the recommendations of the board of United States engineers as set forth in House Document…
