JACKSON, Judge:

Appellants challenge the trial court’s dismissal of their complaint for lack of standing. We affirm.

FACTS

In June 1989, Dennis Nordfelt, Chief of the West Valley City Police Department, issued a notice announcing a promotional examination that would establish a roster from which promotions to the position of sergeant would be made.
