In 1915 the Bureau of Medical Education and Licensure 1 issued to appellant a limited license which conferred upon him “the right to treat the sick by Herbs and Massage ...... upon request of a person duly authorized to prescribe the same.” He has twice previously been shown to have exceeded the authority granted by this license and been convicted of engaging in the practice of medicine and surgery, of assuming the title of doctor of medicine and surgery and of diagnosing and treating diseases without having first fulfilled the requirements of what is now known as the…
