Plaintiff-appellant Charles Cieutat (Cieu-tat) appeals the district court’s summary judgment in favor of defendant-appellee Secretary of Health and Human Services (Secretary) dismissing Cieutat’s suit, which sought to set aside the Secretary’s denial of his claim for Social Security disability insurance benefits and supplemental security income (SSI) benefits under 42 U.S.C. §§ 423(a), 1381a.
