In this case appellee applied to the Board of County Commissioners of Dade County for a license as a retail liquor dealer at a named location just outside the municipal boundary of the City of Miami, Florida, and not within any municipal corporation. He applied to the State Beverage Department for a permit to engage in the business of a retail liquor dealer at the same location.
