Petitioner Protect Grand Island Farms seeks judicial review of a final order of the Land Use Board of Appeals (LUBA). That order affirmed a Yamhill County ordinance amending its comprehensive plan to add a 224.5-acre site to its inventory of significant mineral and aggregate resources under Statewide Planning Goal 5 (Natural Resources, Scenic and Historic Areas, and Open Spaces).
