HENLEY, Judge.

This is an action by the St. Louis Teachers Association (the Association) against the Board of Education of the City of St. Louis (the Board) seeking a judgment (1) declaring that a writing entitled “Recapitulation of Understandings” (the Agreement)1 is a valid agreement binding upon these parties, and (2) for specific performance by the Board of obligations alleged to have been made therein.
