OPINION

This is an original action in mandamus brought in this court on the relation of the Shaker Heights Public Library against the Clerk of the Board of Education of the Shaker Heights' School District to require the Clerk to offer for sale certain notes authorized by the school board'to be issued to provide funds for constructing a library building.

The action is heard on the petition of the relator, the answer of respondent and a demurrer to the answer by the relator. The relator demurs to the answer on the ground that said answer on its face is not sufficient in law.
