In 2011, the Department of Health and Human Services (“Department”) awarded federal grant funds directly to Planned Parenthood of Northern New England (“Planned Parenthood”). New Hampshire Right to Life (“Right to Life”) then filed a request under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, and ultimately this lawsuit, seeking documents related to the award of that federal grant.
