MEMORANDUM OF DECISION AND ORDER

NEAHER, District Judge.

This action to review a denial of surviving childrens’ insurance benefits under the Social Security Act was initially referred to a United States Magistrate to review the administrative record, hear the contentions of the parties, and report to the court his recommended disposition of the plaintiff’s motion for judgment on the pleadings and the defendant Secretary’s request that his determination be affirmed and the com*926plaint be dismissed.
