Plaintiffs St. Paul Fire and Machine Insurance Company and Charter Oak Insurance Company (“St. Paul” and “Charter” or collectively “Plaintiffs”) bring this declaratory judgment action against Defendant Building Construction Enterprises, Inc., (“BCE”) to determine their obligations under two policies issued to BCE for the costs of repairing substandard work performed by BCE’s subcontractors.
