This case is before this Court on an appeal by Patricia Wines (“Appellant”) from a December 17, 2001 Order of the Circuit Court of Kanawha County. The circuit court’s order affirmed that portion of a July 9, 2001 decision by the West Virginia Education and State Employee’s Grievance Board (“Grievance Board”), which denied the Appellant’s grievance challenging her termination by the Board of Education of Jefferson County (“School Board”) as a substitute service employee.
