Plaintiffs bring this action under section 17 (a) of the Contract Settlement Act of 1944 (58 Stat. 665, 41 U. S. C. 117 (a)). In their petition they allege that they secured a loan from the Keconstruction Finance Corporation of $125,000 and invested all of this, together with additional sums of their own, in the purchase of properties containing graphite ore and in the construction of a mill for the production of graphite, all at the instance of the defendant, and with the assurance of the defendant that it would purchase from plaintiffs all the graphite produced by them.
