(concurring) : A vital consideration to a correct decision in this case, and one which, in my opinion, justifies the position taken by Mr. Justice Carter, is the thought expressed in Owen v. Insurance Co., 84 S. C., 253, 66 S. E., 290, 292, 137 Am. St. Rep., 845, where Mr. Justice Hydrick said: “The defendant, a foreign insurance company, had not legal right to do business in this State, except upon such terms and conditions as the State has seen fit to impose; and, when it came here to do business, it was bound to take notice of our laws.”
