On this appeal from a decision of the Arkansas Workers’ Compensation Commission, the only issue is whether the claim is barred by the statute of limitations.

Claimant-appellee, George Galbraith, was injured on August 1, 1971 when a piece of steel lodged in his eye while he was welding a bumper on a vehicle. The injury caused a 40% loss of vision in appellant’s left eye, and that disability was paid for in a lump sum on May 1, 1972.

In February of 1974, while appellee was sitting at the breakfast table, his left eye went “black.” A claim was filed on February 5, 1975…
