MEMORANDUM DECISION ON CROSS-MOTIONS FOR SUMMARY ADJUDICATION BY KEN DOOLITTLE AND THE COUNTY OF SANTA CRUZ

Before the Court are cross-motions for summary adjudication brought by Ken Doolittle (“Doolittle”) and the County of Santa Cruz (“the County”).
I. INTRODUCTION
