TUTTLE, Circuit Judge:

This is a petition by Buckeye Industries, Inc., for review of an order of the Occupational Safety and Health Review Commission (the Commission). The Commission found that Buckeye, a manufacturer of men’s slacks, failed to comply with regulations establishing safety standards for guarding machinery1 and to make available to compliance officers of the Occupational Safety and Health Administration (OSHA) *233the annual summary of occupational injuries and illnesses for the year 1971.2 In addition to several objections to the findings of the Commission, Buckeye asserts that the…
