1Opinion of the CourtAlexander, J.
¶1 — In 2002, after the Methow River washed away a substantial portion of their property, the owners of the property brought suit against Okanogan County (County) and the State of Washington. In their complaint, they alleged that a public flood control project was the cause of the damage to the property. The trial court subsequently granted the County and State’s motion for summary judgment dismissing the property owners’ suit.
