OPINION

Chris Malmloff lost his home because he failed to pay his property taxes. He then filed a petition under section 21 — 305 of the Property Tax Code (35 ILCS 200/21 — 305 (West 2004)) against the Rock Island County treasurer, seeking an award from the county’s tax deed indemnity fund.
